From Social Assistance to Economic Self-Reliance: A Roadmap for Active Inclusion in Serbia

In Serbia, tens of thousands of working-age citizens depend on financial social assistance, yet existing activation mechanisms are failing to create effective pathways into the labour market. This publication examines the reasons behind the gap between economic growth and opportunities for the inclusion of vulnerable groups, and offers a roadmap for systemic reform in line with the standards of the European Pillar of Social Rights.
